The event consists of two rounds; the first will be a preliminary round and the final round.

The preliminary round will consist of a questionnaire that the required participants (teams of four) will have to fill. Out of these 10 best teams will be selected on the basis of their questionnaire. The teams will have to fill the questionnaire under our supervision on the day of the event itself so that they don't get an unfair advantage of knowing the questions beforehand.

The 10 shortlisted teams will then be briefed about the event the very day during which the various rules and regulations will be explained and be given a rule book.

The 2nd and final round will start the next day.

The market consists of a government sector and a private sector. The teams will be companies which produce paper boats of desired type as per the job requirement given by the company in the tender. The teams will have an option of either setting themselves up as a private limited or forming a partnership. They will be given a starting capital of 20000. There will be pros and cons to both the choices such as partnerships will be cheaper but private companies will be trusted more by the government sector.

The companies based on how well they filled their questionnaires will be given preference to buy the land of their choice. There will be four different sets of land depending on their distance from the raw materials depot.

The event will start with the release of tenders by the govt. sector and all the private firms. The teams will apply for the tenders and the teams with the best rates will get the job. The CEO will have to do the paper work involving the tender. It will be him who will be doing all the signing of the paperwork and it can't be done by anybody else in the company.

On successfully getting a tender the company will now have to go buy raw material. For this they will have to buy paper envelopes. The cost of purchasing these envelopes will serve as transportation costs which are mandatory. After the raw material is bought the company will start production.

When production is complete the company will either have to call an inspector to check the quality of the paper boats produced.

Once the boats are tested and approved the inspector will seal the envelope and the products will be ready for delivery. In case that a few products are defective the company will have to make the required number of products again by buying new raw material, completing the order and then delivering it. Transportation costs will apply to the delivery as well.

The event will also consist of many crisis taking place so as to increase the difficulty level. These will include a workers strike, a petrol price rise leading to increase in transportation costs, etc.

At the end the company with the maximum profit will be declared the winner. In the case of a tie, the quality standards of the teams will be used as the final judging criteria.
